CPO of Ministry of Labour Approved Working at Heights Training

As of April 1, 2015, employers must ensure that certain workers complete a Working at Heights training program that has been approved by the Chief Prevention Officer (CPO) and delivered by a CPO approved training provider before they can work at heights.

The training requirement is for workers on construction projects who use any of the following methods of fall protection: travel restraint systems, fall restricting systems, fall arrest systems, safety nets, work belts and/or safety belts.

There was a two-year transition period for workers who, prior to April 1, 2015, met the fall protection training requirements set out in subsection 26.2(1) of the Construction Projects Regulation.

The deadline is being extended to October 1, 2017, lengthening the transition period by six months in specific circumstances. 

The worker(s) in question must have completed fall protection training that met the requirements of section 26.2(1) of O. Reg. 213/91 (Construction Projects) before April 1, 2015, and the worker must be enrolled in a WAH training program that will be completed before October 1, 2017.  The employer must have written proof of enrollment, which must be made available to an inspector upon request.

The proof of enrollment must include the name of the worker, the name of the approved training provider, the date on which the approved training is scheduled to be complete, and the name of the approved training program. Your clients may request you provide them with this proof of enrollment with these four required items.

Each participant is required to bring government issued photo ID, & CSA approved safety footwear, as well long pants must be worn. Participants who do not have the required identification, footwear and long pants will be removed from the class & reschedule.

Wind Turbine Rescue Training

This course will provide rescue team members with equipment setup and dismantle procedures and duties during rescues while working in or on a wind turbine. Each participant will be required to pass a written test with a minimum 75%, be familiar with all equipment, rigging and related equipment, and demonstrate their ability to perform a daily inspection. A complete understanding of the workings of the descent system must be demonstrated and the ability to instruct workers in the correct procedures using the descent system.

This course will provide workers with equipment setup and dismantle procedures and duties during an entry level confined space rescue. Each participant will be required to pass a written test with a minimum 75%, be familiar with all equipment, rigging and related equipment and demonstrating their ability to perform in every duty position in a hands on mock entry.

Tower Crane and Construction Rescue Training

Each participant will be required to pass a written test with a minimum 75%, be familiar with all equipment, rigging and related equipment, and demonstrate their ability to perform a daily inspection. A complete understanding of the workings of the descent system must be demonstrated and the ability to instruct workers in the correct procedures using the descent system.

Communication Tower Rescue Training

Each participant will be required to pass a written test with a minimum 75%, be familiar with all equipment, rigging and related equipment, and demonstrate their ability to perform a daily inspection. A complete understanding of the workings of the descent system must be demonstrated and the ability to instruct workers in the correct procedures using the descent system.

PPE Competent Inspection Training

This 2-day course will cover all aspects of care, maintenance, and inspection of personal protective equipment. Participants will be taught practical techniques and procedures required to conduct thorough examinations, produce inspection reports, and specify corrective action when needed. Considerations for creating a management system for tracking life safety equipment will also be covered. The last portion of this course will include both a written and practical exam. Students who pass the exam will receive a PPE inspection – competent person certification.
